Yes I have heard of that. The hospital used to call our surgery office to see if one of the surgeons would do it but was always told that a PICC could be inserted by the nurse.
 
yes, we have special nurses called PICC nurses and they insert these and then the doc signs the note just like if it were a resident or PA doing the exam.
