Wiki Plastic Lid Surgical Modifiers

I recently had someone wanting to use the following modifiers with a Bleph-RT RLL E4
I was reviewing the modifiers and the way I would code this would be 15821-E4......Thoughts?

I'd agree if the record documents that the lower eyelid had an extensive herniated fat pad.
