Please explain for me to understand why the answer doesn't have modifier -50 on this exercise ?

1. " Heather had a bilateral laparoscopic occlusion of her fallopian tubes using a Falope ring. How would you report this procedure ? "

Answer: 58671 (no modifier -50)
 
I don't code OB/GYN but if you look at the code descriptor for 58671 it states "Laparoscopy, surgical; with occlusion of oviducts by device (eg, band, clip, or Falope ring)" Since oviduct is plural in the description it is telling you the procedure is for both oviducts so a bilateral modifier would be redundant.
