I went for a routine blood works but a nurse practioner drew blood can she bill me level 3 E/M ?
 
If all she did was a blood draw, then I can't see how she could bill that level. There would need to be an Exam, CC, HPI, etc. to bill any level. I think if all she did was draw your blood than a 99211 or at a minimum 99212.

If the purpose of the visit was a blood draw and that is all that was done, the only thing they can bill is a 36415. Without a chief complaint and 2 of 3 bullets met, no level can be charged.
