Is it correct if the patient was diagnosed before being admitted you would answer yes? If patient was diagnosied during stay the answer is no?

For example, if an elderly women arrived to the ER with decreased appetitie, weak and unable to stand then intial work up reveals UTI. What would the POA indicator be?
