I'm new to coding podiatry encounters For new patients does there have to be
a complete medical,family,social history included in the POD. progress note?

Same E/M rules apply

There are no special rules for Podiatry with respect to the history portion of E/M coding. The requirements for history are the same for every physician coding E/M.

Your level of new patient visit is determined by the lowest of the three key elements: History, Exam, MDM.
