Port Flush and Blood draw same visit

What is the best way to bill a port flush and blood draw at the same visit when the blood is not taken from the port. Per CPT we can not bill 96523 with any other service that day but then we are not billing for the work done if we eliminate the blood draw and lab done. These are done and run in the office.
