the breast surgeon i do charges for did a radical mastectomy in the middle of june and in july the pt was admitted for pneumonia by another dr. the attending consulted the breast surgeon: THE CONSULT SAYS breast surgery. Is this considered post op for the breast surgeon or can she charge for the consult?

Sounds like it to me. The requesting physician apparently just wanted your surgeon to look at post op healing/status and if that's the case it is post op global.
