Would you consider the following as medication management for moderate risk? Please provide any links to support your contribution on the discussion.

1.Doctor treating a patient suspected to be in contact with another for hiv exposure documents on the E/M note
Discussed prophylactic treatment and patient declined.

2. Doctor treating patient for std evaluation .... Discussed the risk and benefits of empiric treatment vs waiting for lab test results.

This may not be considered for Moderate risk. A new Rx, Rx refill, increasing or decreasing Rx dose, discontinuing Rx, and continuing Rx all qualify as prescription drug management.
