HPI states annual exam and new problem

MDM Mod (new problem, Lab, RX) does not states anything about annual No annual dx used

Can they bill a Preventative and E/m or do they need to address the annual exam in the mdm part as well. Like well adult as assessment?

If they need to address in the mdm if there is any type of document that states that can you please share
