Wiki Preventive Visit in the Home Setting

Hello All
If a pediatrician were going to a home to do a well baby check, would you just use the appropriate preventive code, such as 99391 with place of service 12?

Is there any "rule" that says that these visits (codes) cannot be done in the home? I know there are specific E/M codes for home visits by doctors, but those home visit codes are for problem focused visits, not preventive.
