Physician 'A' has discharged the patient on 8/29/12 (billed CPT codes are 99238 and 99460).

Same Physician 'A' performed preventive examination to that patient on 9/7/12.
So will the service be New or Establised (99381 OR 99391).

There is no previous office visit or preventive visits billed for this patient.
So kindly let me know your thoughts, if preventive visit on 9/7/12 should be new or est?
