If a primary insurance pays telehealth with no modifier, we bill secondary insurance and they deny because no modifier. It is a covered charge, they do require a modifier when billed as primary. Are we required to add the modifier for the secondary claim or should be process and pay with out the modifier based on what the primary did.

If a secondary requires a modifier, then put on the modifier.

Many insurances are covering telehealth right now at 100%.

Agreed. Each payor has its own guidelines for processing telehealth.
