If a patient is checking their prothrombin time at home and calling in with their numbers can the doctor bill for medication monitoring/adjustments even if he doesn't see the patient?

the only code that could be used is the phone call code of 99441-99443 and only if time spent speaking to the provider exceeded 5 minutes. and if the patient initiated the call and has not been in the office for the past 7 days.
