Wiki Procedure 62311 billed with 64635

Per CCI edits, 62311 and 64635 cannot be billed together and no modifier is allowed for 2012. However, if the 62311 is given at a different level than 64635 on the same side, could we possible put a 59 modifier on 62311 to indicate different level? Any help would be greatly appreciated. Thanks.
