Wiki Provider sends patient to ED

I have a provider that saw a patient in the office. The patient had been taking her medication wrong (2x dosing) so the provider sent the patient via EMS to the Emergency Dept.
Is the office visit a billable encounter?

If the provider documented the encounter and outlined his decision making, then yes, it is billable. The ED admission is going to be separately billed by the hospital.
