Wiki Pt seen in lobby and sent to the ER

We had a patient that walked in and made a appt to be seen. She was checked in for the appt. While she waiting in the lobby she felt as though she was going pass out. Medical asst was called to evaluate the patient. She had a near-syncope event in the waiting room. The doctor came out to the lobby and saw her briefly took vitals spoke to the patient. Paramedics were called and the patient drove herself to the ER. Question, is this billable? We don't want the patient to recieve a bill for a copay. Thanks
