Does anyone know for sure if you are able to bill a 99211-25 when administering immunizations for either adult or pediatric patients in a Public Health setting?

I have looked online and found so many different responses, some say yes you can while others say no. I did find articles from the states of CO, WI, NC and GA stating that indeed you can bill the E/M charge along with the vaccine and admin codes. Unfortunately I have found nothing pertaining to the state of IL.

Any input would be appreciated!! :)
