Wiki Q code denials with BCBS

Hello, I have been getting a lot of denials with Blue Cross stating that that these codes are inclusive to the fracture treatment codes. A couple examples are Q4008 with 25560 and Q4010 with 25600. My understanding is that supplies should be separately reportable. Any suggestions? Thanks
