Q0 modifier on ICD removal?

Our Medicare rep (WPS) said that we need the Q0 modifier and clinical trial number when we bill the removal of an ICD implant and lead. Has anyone else heard this? I can't find documentation to support this anywhere.
 
Q0 modifier usage

The only information I could find about Q0 is this:

The Q0 modifier is for procedures performed as part of an approved clinical trial
or the procedure is investigative in nature.
