Q9969 - Tc-99m from non-highly enriched uranium source, full cost recovery add-on, per study dose

I have been unable to find any documentation stating Q9969 requires and NDC#. It is an add on full cost recovery code so therefore it has no NDC#. Does anyone know if an NDC# is required and if so should then NDC# for the A code be add to Q code?
