recently Medicare reiterated "balance billing" regulation to QMB.
QMB is simpley MED/MEDI patient or there is a different category.
Some Medicaid patient is willing to pay the 20% coinsurance to non Medicaid provider
if he/she is able to receive the service from these provider.
The providers normally reject these patients; however some patients are begging to the
special arrangement and willing to pay.
Is this situation violate the QMB balance billing??
