QualIfications for 36415

Can anyone draw blood or do they have to be certified? Our Lab Supervisor advised us that anyone can draw and bill for 36415? I find that hard to believe, so anyone in our office, my self included, can draw and bill 36415? any help would be great!!!:confused:
