Doc wants to bill two separate charges, same finger, due to two separate incisions for two types of cysts.

Can this be done?

since you have two separate lesions in two separate incisions i don't see any reason why you can't bill the 26160 twice. i would append modifier 59 to one of the codes to indicate a distinct service. It specifically states "separate incision or excision, separate lesion".
