If 50% of a one hour visit was spent C&C care for a consultation, that would be a 99244 correct?

Yes, as long as they document that 60 minutes was spent, >50% was spent counseling (or they could say 45 of 60 minutes) and they describe the content of the discussion, that should be fine.
