Wiki Radial artery harvesting for CABG

My Dr. started to harvest the radial artery but then found that the pulse flattened after being occluded so the harvesting was abandoned. He put down on his surg fee tix Left Radial Artery exploration.
Can I still bill for the incision/closure of an abandoned procedure?
