Radical Resection of tumors

Did CPT make a mistake? Under code 24079 for example, there is a note that says "for radical resection of tumor(s) of cutaneous origin (eg melanoma), see 11600-11606)." But everything I have found about "radical resection" is NOT cutaneous, but soft tissue/muscle etc.
