A I am being told that it is 'protocol' when a doctor orders a head CT or an abdominal CT with contrast that a without contrast is automatically done first. Is this a written protocol? where can I find it? Any information I can get would be greatly appreciated. Thank you.

That sounds like it may be an internal protocol based upon the radiologist(s) knowledge and experience of a particular body area/organ. It doesn't seem there's anything wrong with doing that, as it will give a better detail and it's not against ACR guidelines or any other guidelines that I'm aware of. Anyone else have any differing, or similar, info that my help?
