I am struggling to find definitive info on this. Is AWV reimbursement 85% allowed amount when performed and billed under a physician assistant?

yes, PAs (in fact, all mid-levels) are paid at 85% of the Medicare fee schedule when billed under their own NPI. That goes for all services within their scope of licensure, including assistant at surgery.

if it's on the fee schedule, it will adjudicate with the same 15% reduction if billed under an APRN. It's not code specific. It's an overall rule for midlevels billing Medicare.
