Relocating-Seeking employment

I just completed my coding course-and preparing for the CPC exam. I am seeking employment in NC, I have no experience in coding, but I have experience in medical billing. There is a big pay difference in the state I am relocating to-when offered the job, how do I ask for more than their top pay scale for the position.:rolleyes:
