T9-T10 -Removal ( 63662 & 63688)

T6- T7 - Insertion (63655 & 63685)

CPT 63662 is bundling into 63655, not allowed to override with modifier. Does anyone have guidance on this. This is at a completely different level with different incisions. Thank you!
