Wiki repeat tubal ligation on left

I had a patient have a repeat tubal ligation on the left because it had grown back together during another procedure. It was recauterized during this laparoscopic procedure. Is there a code for a repeat ligation or would I use the reduced service -52 modifier? What do you think? Also, what do you think for a diagnosis code? Would it be a complication code? Thanks for your ideas.

Check modifiers 76, 77, 78, 79. These may apply.

I would use the same CPT but append the 76 modifier. I would still use the sterilization dx.
