Wiki replacement halo pins

We have a surgeon bringing in a pt to the hospital setting for replacement of halo pins. It will be done under a straight local as a bedside procedure in pre-op bay and not in the OR. This should be done as routine care in the office and we have no additional info as to why the surgeon is perfoming this in our hospital. We need to build a code for this procedure to charge and looks like we have 2 choices 20693 Adjustment or revision of external fixation system requiring general, regional or monitored anesthesia care or 20999 unlisted code for conscious sedation. Since the physicians office mentioned he will be using a local for this procedure I was not sure if the unlisted is the appropriate code or can we use 20693 for a local?

I would say that this service would be included in the E/M.
