I have a provider who feels that stating refer to HPI under review of systems qualifies as a reasonable ROS. I disagree but cannot find information on this point. The same provider also feels that simply stating "negative ROS" qualifies as well. I also disagree on this. This is a provider who often bills 99213 or 99214 for established patients and 99203 or 99204 for new patients. Any information would be truly appreciated. Thanks for your help!
 
If you can go to your MAC website for rules on it. Palmetto GBA is very specific about what counts and what doesn’t for ROS. You can’t double dip so elements in HPI cannot be used twice per our MAC. So if you used all the elements up for HPI you may have nothing left for ROS.
