Hi,
A patient had a breast reduction surgery 19318-50 last year and had to come back due to a problem with asymetry and dence scar contrature . My question is can cpt code 19380 be used or is this code restricted for cases that the patient has had mastecomies or breast prosthesis?

You should only use CPT 19380 for revisions to a reconstructed breast. You may need to consider 19318-52 (if they have to removed more tissue) or 131xx for scar revsion. See May 2007 Coding Corner from ASPS for additional information. Hope this helps.
 
I don't think breast reduction meets the definition of reconstruction based on this definition of reconstructive surgery from ASPS:
Reconstructive surgery is performed on abnormal structures of the body, caused by congenital defects, developmental abnormalities, trauma, infection, tumors, or disease. It is generally performed to improve function, but may also be done to approximate a normal appearance.
