Rhogam Injection during pregnancy 90384

Wellcare and Peach State are denying CPT code 90384 stating "not a covered Medicaid service" but they are paying for the medication. Has anyone been able to get payment for your nurse visit for the injection?
 
Wellcare and Peach State global in 96372 so I tried to bill 96372 and 90384 on same claim w/ $0 applied to 90384 but denies as not a covered service.
