Question risk of complication level for E/M 2021

I work in a clinic setting. When a physician decides that a patient needs to be seen at the ED for a very high fever, headaches and eyes hurting and are concerned about MIS-C or other systemic problems, is this considered a decision regarding hospitalization in the Risk of complications? The fever had been spiking for the last five days and the patient responds to Tylenol. Several labs were done to rule out Covid, flu and strep. They did speak to the ED doctor. I am trying to determine if this would be considered moderate or high for the risk of complication in the MDM risk table when the decision is made to send to the ED.
