When time is documented as 10.5 minutes for a telephone service (Code range 99441 - 99443), do we round to the nearest minute and select code 99442 (11-20 minutes)?

Rounding to the Nearest Minute - Time Based Telephone Codes 99441-99443

no I would not think so the 5-10 minute increment I believe will hold for everything up to the 11th minute.
