I am working for a new organization. One of the directives that I have heard being used is that rule-out diagnosis are fine to use for the professional fees of the ED medical providers.
Has anyone heard of this through CMS or elsewhere?
 
No it is not allowed per ICD - 9 or ICD-10 guidelines which are HIPAA mandated to be adhered to. Check the front of your code book for the guidelines, look under uncertain dx under general guidelines
