Wiki Sedation in an ASC facility 99149

I do billing for an ASC facility and one of the doctors that comes there does pain management once a week. The physician that owns the facility purchases all the medication and supplies that is used by the pain physician weekly he also employees the nurses etc that are assisting the pain physician. My question is can I bill for the 99149 under the physician that is employing the nurse that is administering the sedation? I know we can't bill the medication being used as that is included but I don't believe the sedation is. Can anyone please help with this question? I really need an answer thank you.
