If a patient is uninsured in the state of Kansas or Missouri, is there any law that would indicated what type of discount is to be given to the patient for any office exam's or procedures? Do we have to follow the Medicare allowable guidelines? Or would it be under the board of directors to decide the discount percentage?

If the patient is not covered by Medicaid or Medicare program, then you are permitted to charge them your regular or discounted fees.
 
But don't call them a "self-pay" discount. Call it a "time of service" discount. Your charges are the same for everyone regardless of payor; if anyone (including a commercial insurance, **snicker**) wants to pay the same day, they get the same discount.
