Wiki Shave and Destroy same benign lesion at same visit

provider indicates they performed 11305 shave and 11710 destroy on the same lesion during the same visit. Can these both be charged?
 
No you cannot bill both even with a modifier. The 59 would indicate to the payer that these were separate lesions . You bill whichever is the most comprehensive. To shave the lesion is to destroy it, if you need further destruction to remove more tissue it is inclusive.
