Smoking Cessation Codes & Respiratory Therapists

Does anyone know if Respiratory Therapists can bill the new Smoking Cessation CPT codes (99406-99409)? If yes (or no), please reference where information can be found to substantial this. I've looked everywhere I can think of to get a definitive answer on this. Thanks!
