Can CPT codes G0436/G0437 & 99406/99407 be reported on a 1500 claim form by a physician if the smoking cessation counselling was rendered to an Inpatient? To an Outpatient?

I seem to recall that the original G codes for smoking cessation counselling prohibited payment for counselling provided in a hospital. Is this true for the 2 new sets of codes?
