When is it appropriate to capture Z71.6 for smoking cessation in the emergency department?

Emergency department physicians often document: counseling was provided OR patient was advised to stop smoking and agreed.
this documentation is not sufficient enough to code 99406-99407 so is it relevant to the encounter to assign Z71.6 if its nonbillable
 
Since 99406 (3-10 mins) and 99407 (.10 mins) are time driven, the time must be indicated in the documentation in order to properly bill for this service. I have, however, billed the Z71.6 as a dx code without attaching to the 99406 or 99407
 
reporting Z71.6 when documentation states:
