There are so many dialation codes or different situations it seems...it's driving me crazy.

Dr. lists - Cysto, dilation of urethral stricture, cystogram (male)

Can someone help. I'm thinking 52281 but not sure if cystogram in included in that code or if that is seperate

It's included in the procedure. If you tried to bill for the cysto it would be rejected for bundling. You should have your practice order you the ingenex coding companion for Urology. It will tell you everything you ever wanted to know.
