I am getting a denial stating 22830 is global to 22551. The acdf was done on levels c4-5 and c6-7 with the exploration done at c5-6 for transitional syndrome. Shouldn't I be able to bill for the 22830 being it was for a different level?

It is not a different level, you are taking care of C5 and C6 in your fusion code (C4-C5 and C6-C7).
