The application of splint? It can be fiberglass or plaster. Here is what the ortho coding companion states:

Physician applies the splint. A twin layer of cotton padding is applied by the physician to the area. Plaster casting or fiberglass splint material is applied. ACE wrap can be used for some fracture with the splint. It all depends on what kind of splint the physician is applying.

If you look at the HCPCS II book, the prefab or 'off the shelf' knee immobilizer states "includes fitting and adjustment". So you should only charge for the supply itself and no application fee. Our providers do not charge to apply any off the shelf or prefab splint.
