op note: stab incisions were then made on the caudal end of the inferior turbinate bilaterally and the overlying periosteum elevated with Cottle elevator. The tubinator was then used to remove substance of the inferior turbinate bilaterally, placed on 7 watts continuous for approx. 20 seconds for each turbinate.

The debate is 30140 since incisions made or just 30802 (tubinator used)

30802 is Inclusive of 30140

You wouldn't want to use 30802 as it is inclusive of 30140 and the descriptor for 30140 states "any method"
