Wiki Subq and prolonged on discharge day

I have a group that continues to want subquent and prolonged care when they are discharging the patient home. I don't believe this is correct. Shouldn't a discharge be coded a discharge with a 99238 or 99239? They claim they can do this....but I don't believe they can. Any help would be appreicated.
